Founded by Helene Mathieu, HMLC is one of the longest running boutique law firms with nearly two decades of experience. The firm is conveniently located in Business Bay, Dubai, UAE and has in-depth knowledge of the local business culture and the legal systems within the GCC. Helene Mathieu

Helene Mathieu is the founder of Helene Mathieu Legal Consultants, commonly known as HMLC. In 1997 Ms. Mathieu helped pave the way for many others being one of the first Western women to successfully obtain a professional trade license for a legal consultancy in Dubai, United Arab Emirates. Over the years, HMLC has assisted in the establishment, relocation, and settlement of hundreds of international and regional companies. HMLC is globally known for its abilities to creatively and professionally help an array of international businesses and private clients. Business support, settlement, arbitration and specialized legal services are amongst the core activities of the firm today.

By virtue of Ms. Mathieu’s growing reputation, she is increasingly being sought out as a keynote speaker on regional business issues and setup. Ms. Mathieu has a prominent presence with various business councils within the United Arab Emirates. She recently co-authored the chapter on the UAE of Restrictive Covenants and Trade Secrets and Employment Law: An International Survey published by the American Bar Association.

Ms. Mathieu is a graduate of the Faculty of Law of McGill University, a prestigious Canadian University located in Montreal, Quebec, Canada where she completed the National Program.

She holds two degrees: A Civil Law degree and Common Law degree. This provides her with a complete understanding and knowledge of the two major global legal systems.

Marwan Ksibati

Marwan Ksibati is the Head of Business Development and an original founding member of HMLC. He is a legal professional with over a decade of experience handling matters within the Middle East, North Africa and Far East. He specializes in corporate and commercial law and has managed several high profile mergers & acquisitions of multinational construction, mining, security, information technology companies as well as top luxury brands.

Mr. Ksibati has a strong focus in international relations and is heavily involved in linking foreign business partners within the GCC, MENA, and Far East markets. He maintains the firm’s business relationships with external clients by negotiating joint ventures and partnership agreements. He is well known in the industry to be a key player in assisting private and public corporation establish themselves in the respective developing markets. Due to Mr. Ksibati’s accredited background and in-depth knowledge of Middle Eastern and Asian business cultures, clients feel secure having him represent them in all corporate and commercial matters.

Eric Alksibati

Eric Alksibati works extensively the corporate department and advises on issues relating to business setup, incorporation of offshore companies and free zone settlement. Mr. Alksibati specializes in complex Limited Liabilities Companies (LLC) setup and has assisted in the establishment of numerous LLC in Dubai and Abu Dhabi, United Arab Emirates. He provides supports in establishing Free Zone Companies, Establishments and Branches across the United Arab Emirates in various free zones. Since HMLC is the Middle East Representative for Mossack Fonseca, Mr. Alksibati is very active in incorporating offshore companies in the Seychelles, British Virgin Islands, Bahamas, Panama, and British Anguilla.

Daniel Roussin

Daniel Roussin has been a member of the Quebec Bar since 1982. Daniel Roussin mainly practices commercial law, both in litigation and contractual matters. Over the course of his practice, Daniel Roussin has established close, privileged business relationships with Helene Mathieu Legal Consultants, whose offices are located in Dubai, United Arab Emirates, and in Paris, France. Through numerous files he has handled with HMLC, Daniel Roussin has developed expertise in establishing industries and making commercial transactions in the Persian Gulf countries like the United Arab Emirates, Saudi Arabia, Oman, Kuwait, and Qatar. Over the years, he has developed expertise in the application of the United Nations Convention on Contracts for the International Sale of Goods (CISG). In the area of litigation, Daniel Roussin represents major companies in civil proceedings and commercial arbitration, in Montreal and abroad, namely at the Dubai International Arbitration Center (DIAC) and the Geneva Chamber of Commerce and Industry (GCCI).

Daniel Roussin mainly works in the Montreal and Dubai offices. He recently co-authored, with Hélène Mathieu, a chapter in an American Bar association publication on the United Arab Emirates in the collection of articles on “Restrictive Covenants and Trade Secrets in Employment Law: An International Survey”.

Anastasios Michopoulos

Anastasios has a multifarious Legal experience in Advisory and Litigation services both local and international. He started his career as in house counsel for G4S International security company . As a senior Lawyer in Greece, served as in House Counsel in a conglomerate consisting of media, food , publishing and other commercial companies. He later moved on successfully to the position of General Counsel in a leading chemicals and fertilizers Industry in Greece, one of the largest in the Balkans , where he has been repeatedly recognized for his legal and administrative services, competency in looking after the company's interests and his professional conduct.

He first started dealing with various legal matters in the UAE and built up his experience while Anastasios managed the Legal Department in the Greek Offices of a UK company funded from the Emirates (Dubai). He advised on UK and Greek law, Corporate, Commercial and Business Transactions arising from outsourcing services. While continuing his success in the legal advisory business, he remained a keen and efficient litigator in Greece. For both commercial entities and personal affairs Anastasios has argued cases in civil and commercial law, and lately ventured successfully as defence Counsel in high profile criminal cases.
